There is no penalty for having your TALY MIND Set® clipped to your bag during a competitive round.
The official ruling from the United States Golf Association (USGA) was issued in Decision 200-7771 which states that "it is permissible to carry the TALY MIND Set during a competitive round".
However, "use of the TALY MIND Set in a stroke, practice stroke, or practice swing, or in any manner which might assist the player in making a stroke or in their game, during a round conducted under USGA Rules of Golf is a breach of Rule 14-3a".
The USGA also ruled that:
a) the player is permitted to squeeze the foam rubber ball to release hand tension, and
b) the player is permitted to visualize the path of the red ball during their round.
In other words, there is no penalty for using MIND Mechanics® to shoot low scores out on the course.
